What is a Birth Certificate in West Bengal?
A birth certificate is the legal proof of a person’s date of birth, place of birth and parentage. In West Bengal it is issued under the Registration of Births and Deaths Act, 1969 and the West Bengal Registration of Births and Deaths Rules, 2000. Registration of every birth is compulsory, and the certificate is needed for school admission, Aadhaar, passport, ration card, voter ID and many government services.
Under the 2023 amendment to the RBD Act, which came into force on 1 October 2023, the birth certificate is the single proof of date of birth for births registered on or after that date for services such as school admission, driving licence, passport and Aadhaar enrolment.
Official Portal and Services
Birth Certificate Online Apply and death registration in West Bengal is handled online through the Janma-Mrityu Tathya portal of the Health & Family Welfare Department: janma-mrityutathya.wb.gov.in. Under Citizen Services → Birth you will find these options:
- Apply for New Registration: current birth application.
- Download Certificate: get the digitally signed certificate once approved.
- Child Name Registration: add the child’s name if the birth was registered without a name.
- Delayed Birth Registration: for births reported late.
- Birth Certificate Correction: correct errors in an issued certificate.
Birth Certificate Required Documents
Documents are uploaded as scanned copies. The New Town Kolkata Development Authority (NKDA) notes that each file should be within 250 KB, so compress scans before upload.
| Case | Documents needed |
|---|---|
| New birth registration | Mother’s ID card, father’s ID card, birth/discharge certificate issued by the hospital, copy of Form-1 (collect the duplicate copy from the hospital) |
| Home (non-institutional) birth | Parents’ ID proof, birth certificate or report from the attending doctor, Form-1, and residence proof as asked by the local registrar |
| Delayed registration (after 30 days) | All the above plus an affidavit and the permission order of the competent authority; for after one year, an order from the Executive Magistrate / SDO |
| Name correction | Application letter, old certificate, ID proofs and an affidavit from a 1st Class Magistrate stating the cause of correction (as listed by NKDA) |
Birth Certificate Application Types: New Birth and Delayed Birth Registration
1. New (Current) Birth Registration
Report the birth within 21 days. For hospital births, the hospital usually enters the details on the portal on behalf of the parents, and registration within 21 days carries no fee. For home births, parents must report to the local registrar (Borough Office / Municipality / Gram Panchayat).
2. Delayed Birth Registration
| Time since birth | Formalities |
|---|---|
| Up to 21 days | Normal registration, no late fee |
| After 21 days up to 30 days | No special permission, but a late fee applies (NKDA lists Rs. 15, paid through GRIPS) |
| After 30 days and within 1 year | Affidavit plus written permission of the authorised officer, with the prescribed late fee |
| After 1 year | Order from the Executive Magistrate / SDO (applied through the e-district portal), then application to the Registrar with the prescribed fee |

Birth Certificate Status Check
The JMT portal provides application tracking. Keep your acknowledgement number and registered mobile number ready.
- Visit janma-mrityutathya.wb.gov.in.
- Open the Citizen Services section and use the application status / track option.
- Enter the application or acknowledgement number and the requested details.
- Check the current stage: submitted, under verification, approved, or returned for correction.
- If the status is pending for many days, contact the Registrar or Sub-Registrar of your area with the acknowledgement number.
Birth Certificate Download
- Go to janma-mrityutathya.wb.gov.in → Citizen Services → Birth → Download Certificate.
- Enter the registration number / application number and date of birth, as the form asks.
- Verify the captcha or OTP and click Search.
- Download the PDF and check the name, date of birth, parents’ names and QR code before printing.
Only certificates that have been approved and digitally signed can be downloaded. If the record is not found, your birth may have been registered manually and not yet digitised; see the manual to digital section below.
Birth Certificate Online Check / Verify
Digital certificates carry a QR code. According to municipal pages that describe the portal, a certificate can be verified in two ways:
- QR code: scan the QR printed on the certificate with the portal’s verification tool.
- Certificate number: enter the certificate number with the date of birth to check the record.
Replacement: Manual Birth Certificate to Digital Birth Certificate
Older certificates in West Bengal were often issued manually by a Gram Panchayat, Municipality or hospital. Many services, especially passport, now ask for a digitally registered certificate. The state is also collecting and digitising old records.
- Search for your record on the JMT portal. If it is already digitised, simply download it.
- If not found, submit a written application for digitisation to the Registrar of the Gram Panchayat / Municipality / Corporation where the birth was registered.
- Attach a copy of the old manual certificate, parents’ ID proofs and your own ID proof.
- The Registrar checks the entry against the birth register and uploads it to the portal.
- Once uploaded and approved, download the digital certificate using the steps above.
Lost certificate or duplicate copy: if the birth is already on the portal, you can re-download it any time. If not, apply for a certified copy from the Registrar who holds the register.
Process for Name Correction on Birth Certificate
A. Name Inclusion (name missing in certificate)
If the birth was registered without a name, use Child Name Registration on the portal, enter the registration details and the child’s name, and submit. Parents are advised to do this at the earliest.
B. Correction of Wrong Name or Details
- Log in to janma-mrityutathya.wb.gov.in and choose Birth Certificate Correction.
- Enter the registration details and select the field that needs correction.
- Upload supporting documents: old certificate, ID proofs of parents, school record or other proof of the correct name.
- Attach the affidavit, which NKDA’s guideline says must be from a 1st Class Magistrate stating the reason for change.
- Submit, note the application number and follow up with the Registrar.
- After approval, download the corrected certificate.
