Eligibility and the Four Qualifying Dates
To be a voter in India you must be:
- an Indian citizen,
- 18 years or older on the qualifying date,
- an ordinary resident of the polling area (constituency) where you want to be enrolled, and
- not disqualified under any law (for example unsoundness of mind declared by a court or certain election offences).
Four qualifying dates in a year
Earlier only 1 January counted as the qualifying date. After the 2022-23 amendment to the Representation of the People Act, 1950 there are now four: 1 January, 1 April, 1 July and 1 October. If you complete 18 years on any of these dates, you can file Form 6 (even in advance) and your name is added once you become eligible.
Form 6: Application for New Voter (नए मतदाता के रूप में आवेदन करें)
Form 6 is the main form for first-time registration. It is used by young voters, and also by eligible citizens who were never enrolled or whose names were not in any roll.
Documents required for Form 6
| Item | Accepted documents (any one) |
|---|---|
| Passport-size colour photograph | Recent photo with plain background |
| Proof of age / date of birth | Birth certificate, Class 10 or 12 marksheet, Aadhaar card, PAN card, driving licence, passport |
| Proof of residence | Aadhaar, driving licence, passport, bank or post office passbook, ration card, water / electricity / gas bill (many offices ask for at least 1 year old), postal letter at your address |
| Mobile number and email | For OTP and status updates |
The exact accepted list is shown on the portal and in the Form 6 guidelines. Self-attested copies are needed for offline submission.
- Fee: none. Form 6 is completely free.
- EPIC delivery: the Voter ID (EPIC) is sent free by speed post to your address after enrolment.
- Same form for corrections? No. Use Form 8 if you are already on the roll.
Form 6A: Inclusion of Names for Overseas Electors (प्रवासी मतदाता)
Form 6A is for Indian citizens who live outside India and have not acquired citizenship of any other country. An overseas elector is registered in the constituency of the address given in his or her Indian passport.
- Needed: passport-size photograph, copy of the Indian passport (first and last pages, address page and valid visa / residence page as asked), and details of the Indian address mentioned in the passport.
- Where to file: online on the same portal under Form 6A, or by post / in person to the ERO of the constituency.
- Voting: an overseas elector generally votes in person at the polling station of the constituency where enrolled, with the original passport.
Form 6B: Letter of Information of Aadhaar Number (आधार संख्या की जानकारी)
Form 6B was introduced from 1 August 2022 so that existing electors can inform their Aadhaar number to the ERO for authentication of entries in the electoral roll. This helps detect duplicate entries.
- It is voluntary. You cannot be refused enrolment and no entry in the roll is deleted only because you do not furnish Aadhaar.
- If you do not have or do not wish to give Aadhaar, you can submit one of the eleven alternative documents listed in Form 6B.
- Online with self-authentication: fill Form 6B on the portal or Voter Helpline App and authenticate with Aadhaar OTP.
- Without self-authentication: submit Form 6B and upload a copy of the Aadhaar card, or submit it to the BLO.
Form 7: Objection or Deletion of Name (आपत्ति और नाम हटाना)
Form 7 has two uses: (1) objecting to a proposed inclusion of a name, and (2) asking for deletion of a name from the existing roll, for example because the person died, permanently shifted, is a duplicate entry or is not eligible.
- Who can file: a voter registered in the same constituency can object to another entry. A person can also request deletion of own name.
- Reason is required: you must state the ground, such as death, shifting out of the constituency or duplicate registration, with supporting details.
- Process: the ERO inquires through the BLO and, as per the rules, gives the person concerned a notice and an opportunity to be heard before an entry is deleted.
- Be careful: a false declaration in an election form can lead to legal action under the Representation of the People Act. Never file Form 7 on a doubtful basis.
Form 8: Shifting, Correction, Replacement of EPIC and PwD Marking (सुधार / स्थानांतरण)
Form 8 is for people who are already on the electoral roll. You select the relevant option in the same form:
Documents: the one that supports the change (for correction of name or date of birth: birth certificate, marksheet, Aadhaar or passport; for a new address: utility bill, passport, bank passbook or other residence proof) plus your EPIC number. For PwD marking, a disability certificate is generally requested.

2026 Update: Special Intensive Revision (SIR) and the Form 6 Declaration
In 2025-26 the Election Commission has been carrying out a Special Intensive Revision (SIR) of electoral rolls in various states. In states where SIR is on, applicants may see additional enumeration or verification steps on the portal or at the BLO level, so always follow the instructions shown for your state.
A separate declaration used with Form 6 during SIR has also been taken to the Supreme Court. As reported by Scroll and Business Standard in October 2026, the Election Commission says the statutory Form 6 itself was not changed and that the additional declaration is an SIR-specific requirement, while the Supreme Court has said it has not approved any modification to Form 6 and has not yet ruled on the declaration. The matter is still before the court, so the position can change.
- Form 6 can now be filed throughout the year rather than only in fixed periods.
- For an upcoming election, only applications that are submitted and processed by about ten days before the last date of nominations are included in that roll. Apply early.
Common Mistakes and Scams to Avoid
- All voter forms are free. Do not pay agents or unofficial websites any ‘voter registration fee’.
- Using only the official portal (voters.eci.gov.in) and the Voter Helpline App. Lookalike sites may steal your data.
- Filing Form 6 when you are already enrolled elsewhere, which creates duplicate entries. Use Form 8 for shifting.
- Mismatched details between photo ID, date of birth proof and the form, leading to rejection.
- Blurry or oversized uploads.
- Waiting until just before an election. Roll updates close before nominations.
- Misusing Form 7 to delete names of other voters without a genuine reason.
