What is Bina Mulya Samajik Suraksha Yojana?
About 93% of West Bengal’s working people are in the unorganised sector, outside the reach of most labour laws. To give them one uniform safety net, the Labour Department replaced five older schemes with the Samajik Suraksha Yojana, 2017 (SSY), effective 1 April 2017. From 1 April 2020, it was renamed Bina Mulya Samajik Suraksha Yojana (BM-SSY), because beneficiaries no longer pay the provident fund contribution themselves. “Bina Mulya” means “without cost”.

Who Is Eligible?
As per the Samajik Suraksha Yojana notification of 3 April 2017, you must meet all three conditions below:
- ✓You are a resident of West Bengal.
- ✓Your age is between 18 and 60 years.
- ✓Your family income does not exceed Rs. 6,500 per month.
- ✓You work in one of the notified 46 unorganised industries or 15 self-employed occupations, or you are a registered construction or transport worker.
“Family” means you, your spouse, your son up to 21 years, unmarried or widowed daughter living with you, dependent parents, and the widow and children of a deceased son.

Bina Mulya Samajik Suraksha Yojana Benefits
1. Provident Fund
- ✓The State Government pays Rs. 55 every month into your account (Rs. 25 contribution + Rs. 30 matching grant). You pay nothing.
- ✓The Government also pays yearly interest, at the rate of the General Provident Fund.
- ✓The total amount with interest is paid when you turn 60, leave the scheme, or to your nominee if you die.
2. Health and Family Welfare

Clinical tests, medicine and hospitalisation costs are covered in full, within the limits above. Claims are admissible at government hospitals and empanelled hospitals as per West Bengal Health Scheme package rates.

Up to two unmarried daughters also get Rs. 25,000 each for completing UG or equivalent skill development studies. Students who receive the Swami Vivekananda Merit-cum-Means Scholarship or any other government scholarship cannot claim this education help.
5. Skill Training
You and your family members can get free outcome-based training in trades and vocations through the Paschim Banga Society for Skill Development (PBSSD), to move towards self-employment.

How to Apply for BMSSY
Online Registration
Go to bmssy.wblabour.gov.in and choose the new registration option.
Enter personal details, occupation, family details, bank account details and nominee, exactly as in your documents.
Attach the scanned documents and submit the form. Save your application number.
After your application is processed, you get a username and password. Use them to log in on the portal.
Offline Registration
- Visit your Block, Municipality or Municipal Corporation office. Special registration camps are also organised there once a month.
- Collect the registration form (Form-I) and fill it in.
- Attach the documents and submit the form to the registering officer (a Labour Department inspector or authorised officer).
Samajik Mukti Card and Account Balance Check
The Samajik Mukti Card is the photo identity smart card (32 KB chip) given to registered unorganised workers. It stores your records and is linked to your provident fund account. Cards, registration numbers and passbooks issued earlier are still valid under BMSSY. The card can be read at any of the Regional Labour Offices (RLO) and Labour Welfare Facilitation Centres (LWFC) in blocks and municipalities.
How to Check Your Samajik Mukti / BMSSY Account Balance
There is no separate app or SMS service for this scheme. These are the ways to check:
Take your Samajik Mukti card to the nearest Regional Labour Office or Labour Welfare Facilitation Centre. The card is placed in a card reader and your record shows on the computer screen. Ask the officer for your provident fund balance and a printout.
Open bmssy.wblabour.gov.in, use Search Your Details on the home page, or click User Login and sign in with your username and password. Check your registration and account details shown there.
Contact your Regional Labour Office or LWFC with your registration number and Aadhaar so they can help you recover your login.
How to Claim BMSSY Benefits
- Visit your nearest Regional Labour Office (RLO) or Labour Welfare Facilitation Centre (LWFC).
- Ask for the claim form for the benefit you need (health, death or disability, education, or provident fund).
- Fill in the form with your personal and bank details and attach the required documents, such as hospital bills or certificates, your card or registration number and bank passbook.
- Submit the form. After approval, the amount is credited to your bank account.
